In Southeastern Pennsylvania, there is a critical need for skilled workers in high-demand jobs that offer family-sustaining wages and career paths. Many of these positions remain unfilled, impacting businesses and the community. Additionally, low-income individuals, particularly people of color, face significant barriers to accessing quality training and employment opportunities. This gap is even more pronounced for those who have been incarcerated or are recently released, as they struggle to reintegrate into society and the workforce.

What is Clock Tower Achievement Programs (CTAP)?

The Clock Tower Achievement Programs (CTAP) is leading a transformative workforce development initiative using the Sullivan Training Network (STN) model to tackle workforce challenges head-on. Our comprehensive training program prepares individuals for high-priority occupations, equipping them with the skills and certifications needed for sustainable, in-demand careers.

Our goal is to enroll more than 125 students annually in credentialed training courses and successfully place them into high-demand jobs. CTAP is committed to fostering equitable opportunities within the Delaware County and Chester County communities, ensuring that all individuals—regardless of background—have access to career pathways that lead to long-term success.

At CTAP, our core values include commitment, hard work, honesty, diversity, teamwork, and community. We provide workforce training programs and support services tailored to recent high school graduates, career-focused adults, returning citizens, and veterans. With a blend of hands-on, in-person training and flexible online resources, we offer a holistic, accessible, and career-driven learning experience for all aspiring professionals.

Clock Tower Achievement Program's Growth Opportunities 5 program is 100 percent funded by the U.S. Department of Labor through awards totaling $5,098,657.00.

CTAP is committed to undermining barriers to access that might otherwise result in participants being unable to complete our programs. For this reason, programs are provided free of charge. All we ask is for your commitment to taking the first steps towards your career!
